Faster Council & Better Council Scaling

Description
Features:
This mod makes most council actions (jobs) considerably faster & more likely to succeed.
Fabricating claims, settling tribes and converting lands, even as unreformed pagans, should be approximately three times faster with this mod depending on your council.

Speaking of which, this mod includes my Better Council Scaling mod, which improves the attribute-based scaling of council actions so that it is always worthwhile to upgrade your councillors. The mod also adds scaling to skill levels 23-30 that is missing from the base game.

Check out the standalone version of Better Council Scaling: https://steamcommunity.com/sharedfiles/filedetails/?id=1826421141

Not compatible with Ironman. Not compatible with mods that change any of the job_ -files or 00_scripted_score_values.txt.

Tested to work on 3.2.1.

Update August 8th 2019:
-Further tuned the councillor skill scaling especially at higher levels.

Does this work with the new update. Half of the mods I use are not working and I don't know if this one is working or not.
