With the 1.4 release you can't seem to mix the single ruler empire with the two consul dynamics of the Roman system, there is always a shadow co-consul that demands things that I can't get rid of.

This version adds a new Empire Government for Rome and Carthage only. Republic Empire with single ruler.

When you become the Roman Empire (need 300 cities) you get the "Roman Empire" name change and an option to give your Emperor the "Augustus" trait that has several bonuses. Your ruler can select this whenever the ruler changes. Roman Empire government has pop happiness bonus and citizen % in cities.

The Carthaginian Empire needs 350 cities and the base ruler term is 10 years, trade route and commerce income bonus along with citizen % in cities.

I don't think the age is to high since that is the age for consul in vanilla 1.1. I will add in a seperate one for Car. the trait adds some base stats to the emperor, family prestige, and other minor things.

I do not think that this decision should be out for Carthage, in the second punic war, the council of the hundred, they did not want to send reinforcements to Hannibal because the power of the Barcids family was huge and they would turn the republic into a monarchy.
PS: the law of the ruler age is very high and what special trait does the emperor receive?

I am working on an new version where when you take the empire decision it also grants the +45 year ruler law. I also included a decision for the Emperor that grants him a special trait and it can be taken with each new emperor. I also removed the government for for Carthage as it seemed out of place. comments?

I have not. I think once 1.2 comes out I will be adding more government types though.
