HoppityQ's Rebels Should Not Be Overpowered - The Greatest Fix Known To Mankind

Description
♥♥♥♥ rebels. How do ♥♥♥♥ do they even have 20 VETERAN UNITS?

This mod fixes that! They're 100% less ♥♥♥♥♥♥♥♥ rage inducing and more logical.

Is it possible that the mod causes a bug when there is no "malcontents leaving" bonus for public order? As a result, rebellions continue to happen every turn and I have multiple rebel armies at once.

Needs a new savegame? Because in the civil war i had the romans separatists had one evocati unit and 7 pretorians while i was still using hastatii/triarii/princeps

Most likely not.

I'm assuming this wouldn't be compatible with DeI?

Hoping this works, just saw a village go from 2 units to a full stack in one turn. Better equipment than my trained regulars, more experience and in just 1 friggin turn

What types of rebels does this cover? Settlement rebellions that happen at -100 public order, or slave rebels, generic dark-flag rebels, or seccessionists in civil wars?
