Yes, this mod only reduces the cooldown times.
Maybe it is because the skills were edited in the xml files directly instead of the Divinity Engine.
I could imagine that changing it in the engine might also change and save the localization to the engine language, which is english only iirc.
I wonder what happens if you remove the "Localization" folder from your mod under "Divinity Original Sin 2\DefEd\Data\Public\[YourMod]" (please don't delete it, just move it somewhere else or make a backup, because idk what will actually happen).
You can also try to contact the original mod author , since I have only done the port of this mod to the Definitive Edition.
Oh sorry... I generally ignore everyone I don't know, because there some random invites or bots coming in every now and then.

I probably can't help with modding though, since I haven't modded this game in forever and barely remember the structure of all the xml files.
Do you have any other mods that modify spells in any way?
If so, try putting this mod BELOW the other mod in the load order.
(Note that this will override any changes the other mod made to the spells though, since that is the nature of how modding works in this game. If two mods modify the same file, only one mod's changes will be active for that file, which will be the mod that is loaded AFTER the other / further BELOW in the load order.)
