Unit Stat Upgrades: Cheaper and more Effective

This mod
1) Uses a little known table to decrease the costs for all unit stat upgrades by 30-60% depending on their value. For ex, ammo improvements from wood workshops are decreased 60% while new armor upgrades are decreased 30%.

2) All unit stat increases from stat buildings are increased 30-60%.

Note that upgrade costs due to technology have not been changed.

#1 Compatible with all Attila mods.
Will check compatibility of #2 with Ancient Empires.
You can still play Ancient Empires in the current state, but the doubled stat increases may not occur.
