Description
This mod provides the player with a new governor, the spy Ennis
The governor production considered the issue of balance, strength design is as close to the original as possible.
Of course, the mod also has a tendency to be fun. Complete the project provided by the Governor to make two other civilizations go to war (Inducing war, the core of this mod)

Your armies in this city center gain +3combat strength in 7 plot.After Ennis took office, the capital acquired units: fake armies. A non-combat unit. Make surrounding enemy units -4 Combat Strength when within 4 plot of Ennis's city, otherwise -2

When the city produces spies +30% Production, the spies can be upgraded once initially. Foreign spies in this city all action level -2

After the completion of the project, two other civilizations within 10 squares of the city center go to war, with +1 diplomatic visibility for these two civilizations.
Productivity +100% in the city where the project was conducted
(Productivity requirements are twice as high as average regional projects)
When the project is completed, it will be declared by the smaller numbered civilization, and if the civilization has no declared goal, the project will only provide diplomatic visibility. Therefore, how to let Ennis play the real strength, please think more about it)

Ideal construction

If the city has at least 4 people, +1 Amenity for each additional 2 people, the effect provides a maximum of 3 Amenities. All special districts in the city +1 culture, +1 science, +1 production

2023/10/7 Ennis is suspected to be a little weak and has difficulty competing with the other governors. That's why I gave her two more production. I'm sorry, but school's really starting and I don't think we'll have time for mods.

这个+3情报力是不是没生效啊?:steamfacepalm只能点左一了,:伪造的军队建议直接删了或者改成伟人嘛,只能首次触发,不然不停的移动3回合就能出一个

因为打了总督无需时间部署,ai天天在那换来换去一大坨伪造军队卡格子,而且这个好像被算进统治里的军队数量所以之前一看ai咋都两万了,派单位过去一看,好家伙全是伪造的【草】
