- Do not change the line order on the google doc. In the French part of the google docs, lines are shifted and the translation doesn't match the right lines anymore. I don't use that docs since we don't have the rights, but it makes comparing files to see changes a lot harder.
- Do not remove unused lines if possible (same thing comparing files become harder)
- Put all new lines at the bottom of the doc.
- A detailed change list ( line deleted, added, or changed) for the translation would help a lot. Having to scroll to find yellow lines in google docs is not fast or easy.
To hinterland:
- There is a blank line with an ID that looks wrong: GAMEPLAU_St
- There are changes that are not highlighted in yellow in the doc
Nevermind. I was unintentionally uploading the wrong file.
I got as far as Steamcmd upload, after steamcmd logged me in:
preparing update...
preparing content...
uploading content...
uploading preview image...
committing update....ERROR! Failed to update Workshop item (Invalid Parameter).
Perhaps I overlook a step.
What I did is:
- downloaded Community Localization, put in New Language sheet on column D my translation (with the language name on the first cell), saved New Language as .csv, renamed to Community_Localization so it does not contain spaces.
- made the jpg image, 700x700
- made the .vdf file with the file locations and such
- open cmd screen on Win and enter the login command
- steam screen appears, logs me in, accepts my license and starts creating a new workshop item getting invariably to the error above.
So, help, anyone? Steam is mute as a fish, Hinterland did answer to my email but they suggested a Steam problem. How did you create the language file in your case?

I did make a Steam ticket on Sunday, no answer yet...
The csv may have a problem (I'm not sure): every line ends with a comma ( , ). My csv (french translation) doesn't end lines with a comma and I exported the German and Russian translation from the devs document and they didn't have comma at the end of each lines. Make sure you don't have anything after the D column. I'm not sure if it's an issue and how your export added those. And I don't think that steam validates the csv file on upload.
Can you go in the steamcmd/logs folder and check those logs, particularly stderr.txt and workshop_log.txt. They may contain additional informations about the problem.
Another thing you could do is uploading a csv file with only one translated line to see if it works or ask someone else to upload the translation with a different name and make it private to see if it's a problem with you account.
Thanks for the leads. Problem remains but I elliminated several possible causes: had been working offline and saving csv from LibreOffice and had a column with an x for the translations that did not sound right. Plus, I had changed the header in one cell.
Switched to working online in Google Dos and export from there. I still get the error.
The appinfo log in steamcmd was the most informative (something about out of sync and denied):

I am wondering if I should rename the New Language sheet to something to match the name of the new language on cell D1 ? When saving to chs, the file name and selected sheet name become the csv file name, that i must either replace the spaces witc something or rename to something without spaces...
As for uploading, if you would, do it and let me know if it works.
