When does the install button appear

After purchase you goto your library and click on the game name on the left side, there will be an install button or play button, if you have installed it there will be a play button, if you haven't installed the game yet there will be an install button, after it is installed the button will change into a play button, pressing the play button is how you start the game.

They usually give you advice, i don't know what you may have done or not done correctly or incorrectly, they have experience with all sorts of issues and are more likely to be able to help a new user that doesn't know what happened and so can't elaborate on it. I am about out of ideas with no details to work with.
