Does Akua have base attack in reforged eden 2?

Or is it safe to build a base asap?

Yes, Akua has base attack in RE 2. If you play single player, you can just turn it off in the difficulty setting.

There is one way to avoid base attacks and one way to mitigate them.. To avoid them just build a starter CV. The only thing you can't put on a CV is a furnace and you're unlikely to need that early game .. just like HVs Cvs do not need to be able to fly..
To mitigate them, just build underground..
