Remember Sonic and Knuckles Collection?
The one PC game that remade the entire S3&K soundtrack into midis?

We need a mod of that.
(If possible which probably isn't.)

you mean the sonic 3&K complete mod which does exactly that?

No. Sonic 3 Complete is a mod of the original Sonic 3 & Knuckles. SEGA did a PC port of Sonic 3 & Knuckles and remade parts of its soundtrack (with more or less terrible sounding MIDI's). And in fact, there are mods of that game, for example this one: https://forums.sonicretro.org/?showtopic=32918
I do not remember any other mods off the top of my head, though you can probably just Google for some.
