PROBLEM SOLVED! - The button Submit W-8BEN seems to be ornamental only.
It's a joke. Greyed out or white, nothing happened when clicked. It's impossible to finalize the revenue sharing percentages before my item can be fully published to the Steam Workshop. Any ideas?

I'm having the same problem and I've already emailed Valve about it. What I do know is that apparently we're either supposed to place our username somewhere or wait until Valve can connect our Steam accounts with the email address we provide.
Where do you find it even? Is it only for new workshop items, or can be done for old too?

The form? You have to fill it out before you finalize any item. Check payment options, it has banking, address, and tax info that you need to fill out.

I've submitted plenty of items and have never once seen anything asking for banking info, address, etc.

If you don't want to enter payment info, why publish items in workshop then? :)

Never. I've always wondered how that worked. I assumed that asked for it after they selected it.

SomeGuy, what are you referring to? I want to enter my payment info, I just can't because of the same bug as OP.

Go to your profile and add /workshoppaymentinfo/ after it to see the menu for it.

Thanks for that. It usually asks me to finalize the share percentage but it's never asked me to fill that out.

Okay, now it worked and I have no idea what I changed. Just kept trying, checking all of the boxes and putting in my normal account details and then after a minute, it allowed me to go through. Weird.

What errors are showing up for you?

The email address you enter must match the email address attached to your Steam account.

In addition, please read carefully all the text next to the checkboxes and check them accordingly.

Okay, the thing is that sometimes after you input all your data, the site still claims that the email address is wrong or that you didn't put in your name or something else stupid and I'm not exactly sure why that is. Mostly with email, though, it seems that after you put it in, it thinks for a bit before trying to fetch the data... slowly.

I entered the e-mail address attached to my Steam account. I completed correctly all required fields. The button "Submit W-8BEN" is still inactive (not greyed out).

Curiously, there is the e-mail error message before the filling up the VALVE's form. And the button "Submit W-8BEN" is not greyed out. Aftre completing these fields the button remains inactive.

So, I manually send my signed W-8BEN form to email@support.steampowered.com and valvesoftware@cticompliance.com (as I saw in a previous thread in forum).

My Steam Support Ticket number is 8676-ERDB-7341 and I hope somebody will solve this problem because Steam postponed the fully publishing of my items to the Steam Workshop.
