Noldor in Pendor
I really want to get good relations with the Noldor but they are so strong and no one has them as prisoners. When I release a prisoner people said it would give 1 relation per prisoner released but thats not the case. The books do absolutely nothing and I don't know what to do. I never interacted with them and I have -30 relation with them.

The Noldor start off at -30 relations with you. To get the positive relation bonus from the books you've gotta read them in their entirety. I've never actually had any Noldor prisoners before, so unless you capture them yourself I don't think you can take them. One way that I improve relations is to follow around a small Noldor party (it helps to have a high Spotting/Tracking with a high pathfinding) and wait til they get into a fight. Even if it's 200 Noldor vs. 15 bandits, if you manage to get there in time, you'll get a positive relation bonus for helping them in fights. Just be very careful to not get attacked yourself!
The easiest way to get good relations with Noldor is actually to beat them to death. Just brutally go out of your way to attack their parties, preferably their smaller, less noble parties, and then capturing them. Once you have ~200 or so stockpiled in a castle or town that you own, you can just release them all one at a time for 1 relations point each. Even at -100 relations, you'll get to maximum relations. Then everything is hunky dorey. You can even use this method to attack their legendary characters and get their unique equipment.

Maybe if you are playing on 1/4th damage or are using cheats with a low battle size this would be the case, but even late-game the noldor cause way too many casualties to sustain that method. You'd have to either be a free agent or have the rest the map cowed to have any chance of pulling off that method on full damage and difficulty settings.

What version are you playing? The latest release?

I haven't yet played that one, just trying to finish up my last PoP game. So, there could be some bugs, but the PoP team is usually pretty good on keeping things stable.

One thing you should be doing, first, is obviously not taking on big Noldor groups by yourself. Try to find a Noldor patrol battling an Empire Lord, which they do often. Judge whether or not you and the Lord involved, combined, could take the patrol out. If so, join the battle, being sure that there isn't a Noldor Lord and his army nearby... Your objective is only to get prisoners. That's it. Don't worry about kills, loot, nothing else, just prisoners. Make sure you have either a Doom Mace or a good quality Flanged Mace and, if possible, your companions do as well. Collect as many prisoners as you can. It really shouldn't take a whole bunch for you to start improving your relations.

You can also help Noldor, even if they don't need it. But, instead of helping them fight the Empire, you can help them against the Jatu, which they'll ocassionally encounter when their patrols range out into Jatu territory.

You can also use yourself as "bait" to help create these situations. Lead Jatu towards Noldor, vice-versa or try to bait them into fighting an Empire army and then join either side as appropriate.

Helping Noldor in fights is probably the fastest way to get easy +rep with them, just be sure you can outrun whoever it is that you just helped until you get at least -10 or better rep. :)

I'm not sure why the books aren't helping you. It may be that you need to have positive relations with the Noldor first. That may make sense from a game-mechanics reason.
