its literally right where "HeGoBoof" said it was, it is not in the broken house it is in the prison just look for the cells, find the one with the hatch, go through then look on the ground it kinda blends in so look good.

i found it its inside one of the cell rooms it has a trap door in the cell then go down then in a little puddle right when you walk forward it should be there

oh and activating the object with a weapon drawn didn't work for me, but others have reported it working for them.

Dilly, your issue with not being able to use any enchanting, crafting, alchemy, etc is a known issue that can either be fixed by activating the object with a weapon drawn, or by just waiting it out. I had the same thing happen to me while I was doing the dawnguard quest. Every time I would try to use an enchanting table Serana would use it instead. I could go back to a save that was good, but instead I just played the game for a while longer and it eventually fixed itself.
