It's not a beach, it's not a park, these are props. If you use FindIt! to search for "beach" "towel" "ball" "tube" it will show up.
You need more beautification/prop anarchy/etc to place props in-game, which goes without saying these days. But if you don't use these mods, they will only appear in the asset editor.
