Ahh... Nocturnal is not a Divine, and Julianos and Zenithar are missing from the list.

Wouldn't it make more sense (lore-wise, at least) to have a Shrine dedicated to Talos in Windhelm , not Whiterun? It doesn't seem logical to have a monument to an outlawed deity in a city that is primarily under Imperial control (unless the Dovahkiin sides with the Stormcloaks - perhaps it could change if a different CW side is taken? Probably not, though... the CW questline is notoriously hard to work with :P)
As for Winterhold/Arkay, I partially agree with @Caduceus - however, it seems much more likely for Winterhold's Shrine be for either Zenithar or Stendarr. More likely Stendarr, actually - commerce isn't exactly a strong point of Winterhold's, and Whiterun is the central point in Skyrim. Wouldn't a Shrine to Zenithar, patron of Commerce and Artisans be more, uh, feasible?
Also, Riverwood is a town, not a city.
