I see your point, but other than Karak Kadrin where the slayers gather and take their oath, out any where else in the world your ability as Clan to pick up A slayer, let alone 120 of them (2 units) is going to be slim. So yes, veteran suvivors would lead slayer forces, but ultimately that was for initiation after oath.
Pre-8th edition slayers were discribed more of wanderers or fighting hobos that would join onto an army. You mainly used a DragonSlayer to kind of keep monsters at bay. Pre-8th slayer units (Max 6 a unit if I remember) was laughable to take on the board. It was only in the 8th edition you could actually form a full unit of Giant Slayers, but it was arguably a useless unit to take compared to Trollslayers who got that sweet D3 bonus. But 8th edition basically made cannons top tier.
