ISBS also increases energy cap, but that's a massive research time (for massive ships, but I digress) so...
However games need a system that makes small empires both playable, and able to put up a fight against a human.
So, in reality, a large and diverse population INCREASES the research speed.
The technical difficulties one? Then you might have noticed that they raised the endgame storage from 10k/20k to 100k/200k. Having something simillar today would be really nice, and 2000/4000 energy/minerals repeatable is a fair addition to the current balance.
