Skins are uploaded to the workshop, where the devs can browse them, on (usually thursdays) they select skins and add them to the market, where they can be bought for 1 week (could change). If you buy the skin you get it in your steam inventory like with counterstrike, after that they disappear and you can only purchage them through the steam community market.
