I just tired playing it. I did a ton of traffic fixes before starting and the scenario did not work.

when I first load this the scenario has already failed saying I have had over 90K in the bank but I'm loading it fresh from download. anyone know how I can tweak the save to fix that?

I uploaded a version with more optimized objectives. I deleted the original scenario file so I'm not able to update this one.

It was acutally inspired by a city from the SNES simcity manual. The crime rate is pretty hard. One trick is to pause the game, take out a loan that puts you over 90k and use it to build a prison. If you spend the money before you un-pause you won't lose the game. Also, general happiness from parks and other services will help reduce crime.

The scenario is a lot of fun, and the objectives are a nice reversal of the usual. The city layout reminds me of SimCity Classic of all things because of all the 8x8 blocks. Only issue I had was with the crime rate objective -- it wouldn't recognize my low crime rate no matter how many police departments I put down.
