Really? What level is your charecter? It shouldn't matter what level your charecter is but it might be bugged, i suggest that you make sure that the mod is enabled and installed then look again; if you still can't find it i will look into the problem myself.

It can be bought from belethor, in belethor's general goods in whiterun. please tell me if it is not there and i will fix it.
