@Evil Dave of Canada The trick he used was the water passing through props. So, it passed through the block of concrete and the pipes as if they weren't there. The water simply followed the terrain under the bridge

I was watching an old Youtube video where Strictoaster is using what looks like your prop to carry water as a culvert under a bridge.
The video came out on 8 Apr 2017
Is this possible in Cities: Skylines because that trick is exactly what I am looking for to use in a map I wish to make.
