I have no idea if it will affect hordes. I think they already have a higher surplus cap.
I'm trying not to upload as many mods for game 2; the first ended up turning into a chore of keeping everything updated. This is just a 1 line change anyways that can be easily recreated--the table campaign_Variables just needs to change the line "province_development_max_development_points".

What happened: I changed Altdorf's pop growth so I could test to make sure he mod was working without passing a hundred turns. Apparently I forgot to remove that before the update.
I'll try to update my mods tonight. I'm not sure if PFM is functioning for the current patch yet, though.
It's difficult to say. I'd be concerned about removing it mid-campaign due to the possibility of some provinces already having 6 or more surplus.
