I don't remember what the Item ID's are for them, but you could always try buying a book from the vendor in Winterhold then drop it, open up the console then click on the book to get the ID number

whats the item id to spawn the tomes in. ive been getting a magic glitch yet i already have all the spells and ive been told it will fix if i learn a new spell.

Most vendors in the vanilla game will at some point own one of the spell tomes. Each creature has it's own spell yes

"All of these can be purchased at any vendor". Do you mean EVERY vendor will have ALL the spells, ALL the time? That's a bit annoying.
