I've been looking for something like this for a very long time. I hope this works for the newest version.

A long time ago I added this mod's functionality to my No Clustered Starts mod. I've had this mod linked in the description ever since, but didn't know it wasn't being updated! Keeping the link because credit is only right, but if anyone wants a mod that does what this one does you can use this: https://steamcommunity.com/sharedfiles/filedetails/?id=687226658

It does change how Clustered empire placement works, but that will have no impact if there is only 1 empire (yours) since it does not influence the placement of Fallen Empires or any other non-standard empire.

Just updated this mod -- if it doesn't work anymore tell me and I'll find the problem. Steam hasn't notified me of comments on my stuff for months -- sorry the mod's been dead. :)

Finally a mod that allows me to play as the Galactic Empire from the Foundation series, where in Asimov's universe, mankind alone went to the explore the Milky Way, and though searching for intelligent life, it did not find any except for one non human species that left long ago. Also allows for the player to uplift other species and allow factions to form and split off. As one poster put it: it allows you to be the first empire to rise in the galaxy, and thus later become the first fallen empire in the galaxy.

Heh. I didn't think about that. I think I'll actually try out my own mod. XD
And it's already possible in vanilla to reduce the number of fallen empires to 0, just not the regular ones.

Sounds... interesting. I assume by reducing the number of AI empires to 0 you're also getting rid of the Fallen Empires. But are there still primitive civilizations and upliftable species? If so this could be an interesting "play as a Fallen Empire" scenario: you are the first species to make it to the stars and thus have a big head-start in tech, then as other primitive species slowly make it you are to them what FEs are to you in the normal game.

I mean, I can sort of understand, especially if you have the Leviathans DLC. There's some conflict in the galaxy already in the mid to late game without the empires. Especially when a crisis happens.
