You should update the manpower mod as well, I found that one to be super useful in my campaigns and had forced all my friends to download it too lol

So I tried playing around with the values in the mod, in the defines.lua file, but nothing seems to change. Not in my current game nor if I start new ones. Any ideas?

You can't call this a cheat really if the AI gets the same benefit. Seems just like a "more fun mode"
