However, I do think perhaps tripling the bonuses of the base government form is excessive. It could easily get overpowered. As per the vanilla game, basic government gives +x/+x, then the advanced form gives +2x/-2x, and this mod has the hyper-advanced form giving +3x/-3x. I think downgrading to +2.5x/-2.5x would be preferable. For instance instead of +15 Core Systems then +12 or 13. x3 seems excessive.
