Sounds like a confliction problem, i'm not sure how to fix that, however you should try experimenting with diferent city-state mods to see if they are compatible.

Its also not just Post town it seems. It appears to be all of the Video Game/Movie ones like Asgard (Thor) for example. Instead of "Talk to this City-State" hover text, it makes a prompt like I own this "city" as it tells me "Click on this City to see production" or something like I own the city-state.

After playing with it once, Post town is now glitched. Won't let me talk to them as their hatred towards me is maxed but they don't do anything. They aren't listed in the simple Civ menu until I refresh the civ tab. Doesn't even show sometimes that I met then and their menu doesn't pop up. Their City-State role is listed as Civilization Name and they have the culture icon next to their name in the Civ Tab menu. :/
