There is one, unfortunately I can't remember the mod name and it's not in anyway descriptive. Something like "Dave's Stuff". Unless someone else pops up with the name best bet would be to manually go through all the Workshop mods. IIRC, it was released before WotC.

I believe that the assets aren't loaded. Haven't done any testing though.

If you use the uniform manager you can create universal generic rookie armour, and quickly apply this to all forces. I found this real neat as it fits well with the CV weapons packs. I only wish their is more armour mods similar to the modern gear of today, like ballistic vests and helmets but this mod is one of my favourites up their with Capabubs and Strechfury I think that is what he is called with his modular armours
