That is because a new workshop page has been opened for newer versions of the mod. This has been written more than once.
I want to play my colonial game with all the new provinces but my crappy pc will not let me
Due to events, preferences, etc the Horn got postponed while places such as Germany got overhauled instead.

Just to make sure, this is an outdated version of Beyond Typus from 2019. For the current version, please visit "Beyond Typus" uploaded by Chairman Meow. It is used as the current page of the mod.
This is the 11.5 version of BT - it's not compatible with the current version of EU4, so it would likely cause the game to crash if you try to run it without rolling back your game version. There is a newer edition of BT (see the link at the top of the description for BT 13.0) which is up to date with the version of EU4 prior to Leviathan. Since the Leviathan patch, the BT team is working on an update.
I support China being one of the regions with the most need for overhauling by Bt, but if you mean the last Bt patch then you will find that for the current version Australia, Siberia, all of Africa in between the Maghreb and South Africa, all of south America and East & Central America have also not been touched by Bt nor any of the mods Bt incorporated until now (should you mean vanilla then all of South America, Siberia and a lot of Africa are forgotten as well anyhow - if you mean that however then the Bt workshop page is not the right place, but forums by Paradox instead).
Will this also extend to China? In the last patch, the area was the only place excluded from new provinces. I understand it makes the Ming OP, but in reality it actually was OP, so adding new provinces reflects historical reality. I also commented here because on the page for the latest patch there was no comments section.
You are looking at the long outdated 11.5 version of Bt here. A newer version has been posted separately on the workshop up until 1.30.6. Since the Leviathan patch we are however again working on a new version of Bt you will have to wait for while enjoying Bt for 1.30.6 (the patch before Leviathan)
As promised, Beyond Typus 13.0 (semi-Official) has been released by Dub & JP, with my blessing, while I'm still too busy with RL matters to get to updating (quickly, at least).
Included are many bugfixes as well as map overhauls of Eastern Europe and Britannia. Please check it out and enjoy!
The BT fixes addon was also always meant to be merely temporary because it includes all work done on BT in the timeframe since Draiocht was absent - that work either gets implemented or BT is just dead in it's development.

The integration will not be all-in-one, but include afaik only those addons without which BT is either severely incomplete or unplayable at this point. This means the temporary fixes addon, graphics and the misc addon.
but i see the relase of an version with integrated sub mods as an wrong movement ...
The pupalarity of BT come in big parts from the modularity ...
Many like an historical better map -- but not all like change X or addition Y ...
In the past this was no problem - even 3th party mods incorporate version of his mods special for BT - with the new "all in one" mod it will fail (as its actual loose user with the BT-Fix mod where unwanted add-ons are incorporated ...)
Apologies that I've been so quiet lately! RL has been keeping me unexpectedly busy, but BT is still very much alive and kicking.
While I, myself, have made minimal progress, our core dev team has been working tirelessly in my absence. JP, Dub, & a few others have come together to overhaul Britannia & Eastern Europe, as well as implement the new vanilla provinces in Germany (pending a full overhaul).
They're even shooting for an unprecedentedly quick update, just to show me up! Their current plan is to release BT13.0 (Semi-Official) on the 22nd of this month . This will be a "most-in-one" version with all core addons, bugfixes, & updates included. They do this with my full blessing & some very minor behind the scenes help.
Core BT (this page) will also be updated eventually & will likely follow suit to include many core addons by default (addon cross-compatibility is an ever-growing headache). Please stay tuned for more on the 22nd!
Sorry I've not had time to answer for so many months. However old, I'm still going to read through everything I've missed & give it due consideration! To avoid unnecessary necroing, I'll plan on not answering anything too old, but if you would still like a response, please feel free to ask in one of the discussion threads in a couple weeks (once I've had a chance to catch up).
Chances are there may be more colonial regions and / or company charters, but the mod needs to reach those places for overhauling first.
You have two separate mods that modify buildings. The likely culprit is Idea Variation and some BT Addon.
I did not know that and most programms wanted me to burn the data on a CD so I guessed that you where working with a CD aswell.... I'll open the file and try to overwrite the ideas like that..
