Using 2K's Launcher? That doesn't allow base game mods to be used with WotC, and vice versa.
Use a launcher that works:

Can't say that's something I've noticed and unfortunately changing the volume for just this voice would require a re-make of the mod.
Works fine for me on the MOCX troopers I've modified to be EXALT.
I don't have a backup of this mod's unchanged XComContent.ini file but in mine the language is set:
Language="EXALT"
Each country has a language assigned (in XComGameBoard.ini), when a soldier is generated they're assigned a country and their voice pack assigned from those with the same language as defined for their country.
So, setting Language= to a value not assigned to a country (or just None) should mean no soldiers randomly get this voice.
Well, we'll have to wait for that pack like what, 6 months, a year?
Anyway, thx for response.
Any chances to get that somewhere on Workshop, 'cause I could not find it.
(btw. love the mod, if only now we could have Exalt tatoos...)
More meat for the grinder >:)
