Maybe a stupid question here but can someone kindly answer... how do you get this to show up in game? I can't find it anywhere. I thought maybe a commercial zone would just turn into it but that didn't happen either and I played for 10 in-game years.. Any help would be appreciated!

hmm, not sure if it's too much, I think I just copied another unique building stats and modified it only slightly. So I think its balanced.
