A: Yeah - you have to pass through SO many detectors to get into the prison - there is only 4 entreances that prisoners use, and they pass through at least 4 detectors if I remember correctly so I dont know where you got that idea
B: I know power is low. It is exactly as much as it needs. Also there is a fairly complex system of switches in places that allow the use to shuffle power requirements to a different power plant in the case of an outage to keep critical systems online.
