SE was a free 64-bit upgrade, but requires some of these objects to be updated. The version for SE is found at the bethesda.net and nexusmods.com sites. There have been many improvements over the years.
SE 1.6 for AE was yet another free update. No changes were needed. Touring works well with survival mode.
Moreover, I've made a lot of improvements for SE. Not many folks running this version anymore.
Use TES5Edit, then put that number into the form field (upper left corner), and you will learn what is interfering.
If it fast travels, it was not installed correctly.
I'm not sure why you're still playing old Skyrim. Everything works better on SE.
The most important thing is Unofficial Patches. Carriages don't require it, but it's a waste of time playing without them.
If English isn't your native language, both LE and SE have quite a few translations available.

However, the developer was kind enough to post Real Carriages here as one of the first hosted files showing what they'd intended. It doesn't work properly, but provided a basis for understanding all the complexity of what needed to be done.
When you have installed this and request a ride, the static cart is disabled, and a moving carriage carries you along a path between holds and settlements. After you arrive at a major hold (or get off and leave the area), the moving carriage is replaced by the static cart.
Because it is vanilla content, sometimes other plugins will override part of this. There are usually warning messages. But other times plugins will change the road or put in new buildings. Those kinds of things can also stop the carriage.
Real Carriages drove off cliffs. Touring Carriages should not. Of course, you may be using another conflicting plugin that changed the roads.
