I managed to get 2,076, probably could get more if I waited longer, but I am happy with how it turned out. I managed to glitch the cargo hub onto a power line.

There is a road connection on map, need to use cruise ships to get people to island.

How to make a map without outside road connection?

Really nice map, I love the added challenge of building with limited space. One comment, though. I built a fairly large city, adding land here and there with the terraforming tool, and unfortunately regardless of how many cargo ports I build, I never have enough cargo shipping in. Adding industry zones did not help as they too suffered from the lack of imports. Literally every ship that sailed in was never over 25% capacity. That never happened on other maps. Anyways, had tons of fun with the map even with that issue, thanks for the contribution!
