Yes, I did enable it and set the file to the current version. Does it conflict with other decision adding mods?
First get a program to edit the unlimitedbuildings Mod file, I recommend notepad++
Second download the manual link or unsubscribe from the steam mod
Three go to C:\Users\[username]\Documents\Paradox Interactive\Europa Universalis IV\mod
Four just right click the mod file "unlimitedbuildings" and hit "edit with Notepad++"
Look for supported_version="1.12" and change it to the current EU4 version
then just go to file, save and close and boom, done. You're all updated now.

open the mod file with wordpad or whatever and change the accepted version.
this can be applied to most simple mods leave the complex ones to their authors.
