I have all DLCs, but a different version for Dragonborn is not necessary as you will get Severin Manor for free, once you have delt with the assassination plot against Councilor Morvayn in the quest "Served Cold".

or do you only have access to vanilla skyrim?

does this include the kids room from hearthfire because I know in Breezehome it changes the alchemy lab and I like it to stay alchemy lab.

It should be. Only the house buying conversation with the Jarl's stewards has been changed, not the interiors.
