It even says decorative in the title. It does not function. Though perhaps you could use it as a piece to make a functioning one. I haven't tried it yet but maybe you could make a sunken part of the ground place this over a road that dips down into and place parking lots (flat ones) in the sunken part then cover it over with a bunch of walkways?

You could add parking lots underground, using the right mods in asset editor.

It's purely for decoration from what I can tell. But it would be nice if the creator answered this question for all who are asking.

Perhaps the 'park' in 'parking' has a double meaning; looks good (like a park) and makes the cims happy. I would love to see a working concept.

I don't understand how it is supposed to work, because underground sections are "fictive", as said by developpers.

They're not physical, only the entrance to tunnels.

So, if this asset is build on that base, it should not be anything but cosmetic.

Can the author confirm?

Is the parking functional? If not add parking space props and you should get cars driving down there to park :)
