It can take a long tome untill you'll be offered this enchantment. It's set to apper as often as you get the one-handed or two-handed enchantments. But it's 100% selected by the AI so you should just keep trying. Every time you buy something from a blacksmith and leave him/her for a day then they update their stock and you might find it then. You can by ingots or what ever from them it does'nt have to be an armor part. Hope this helps.

dude i play skyrim in Legendary mod and i want to be a frost wizard.Thanks for this mod but i can't find any ench items about this.I've loaded MOD data files everything is ready but it's not working.I mean i can't found.I've visitied all Blacksmiths but nothnig

I agree the master level spells only do 50 or 75 points of damage per second and the magica cost is so much the lightning storm spell only lasts a few seconds and takes too long to charge there is a mod that makes it a 1 handed instant spell there is another mod that increases the effectivness of all your spells based on your max magicka up to 1600 cap will give you 100% more damage or healing ect
