Steam can be very unpredictable and does tend to prevent users from downloading files from the Steam Workshop. I hope they are able to fix this issue as it can be very frustrating.
I have attached a link to the description which links to a website called Sports Interactive Community and the link is as follows: http://community.sigames.com/showthread.php/426992-FM15-Version-15-3-2-4-3-3-Formation-A-Controlled-Flexible-Approach . I have provided an alternative download method for users which perhaps you could use to install the tactic in your saved games. The thread also contains other pieces of information that contains information relevant to the tactic that perhaps you would not get through the pictures that I have provided on Steam. For example: the corner instructions.

I used it for Forest after I got promoted to the Premiership and needed to ditch my Gegenpressing tactic simply because I havent got the squad depth and stamina to make it effective at this level. The lower tempo and passing of this tactic have worked great. In January of my first year and I'm in for a Champions League spot, 4 points clear of 5th place. Forest, back in the Champions League! Let's make it 3 Stars on the shirt! :D

The personal preferred moves are very important for advanced forward as well as the false nine strikers and you are correct with your assertion that movement related PPM are extremely beneficial.
The personal preferred moves that I would suggest are as follows:
Moves into channels
Likes to beat the offside trap
Play one twos
Shoots with power
Places shot
Knocks ball past opponent
Attempts overhead kicks (makes great TV, I mean great dots or 3D animations)
Runs with ball often
Tries first time shots
Curls ball
I can’t think of anymore. Bear in mind that its effectiveness depends on your tactical setup. Playing a high defensive line and controlling the game requires a striker who is comfortable with playing one twos for example. I’m sure you know why.
In regards to movement, I would highly recommend moves into channel.

The false nine is more effective and works much better in my opinion. Although, everyone has their own experiences and perhaps you may find that the deep lying forward works better for you. I prefer the false nine nonetheless.

The Assistant Manager is responsible for setting instructions on opposition players.
However, sometimes when things are not going well for me or if I think the opponents are looking dangerous, I go to the opposition instructions tab and ask the assistant manager to set instructions again during a game.
You have to right-click the game -> settings -> check game for errors (don't have the english version, but you will find it)
In order to install the tactic, you have to do the following:
Go to “manage tactic” and then import the tactic.
Let me know if it still don’t work after trying that and I will provide you with an alternative method to install the tactic.
The advanced forward duties is to score goals for your team, therefore, the most important aspect of his game for me is his statistics. The amount of assists he provides and the amount of goals he scores.
On the other hand, in terms of his attributes, I think it is beneficial to have high attributes in the following: finishing, composure, decisions, acceleration, off the ball and balance. Passing and first touch is a bonus as are any other potential attributes.
An advanced forward with pace is probably useful in the game (definitely useful in real life) but it’s not that important when playing the advanced forward position. Have a look at Klaas Jan Huntelaar attributes. I signed him for my Inter Milan team for a mere £240K and he was fantastic. Why? Because he scored goals. Even though his physical attributes are poor.
Would it be a better option to have another pacey striker at the front in the AF position?
