if you have trouble with none moving in and offices not importing goods then they need to have an outside connection, my advice would be to have train/bus or metro link from main international train station to the rural areas and make sure your offices have a connection to all outside connections where possible either by rail using a nearby cargo station or by air, so goods dont have to travel so far by road but also dont create too much traffic which blocks main routes,2 in the industry area, one cargo station accepting imports and another to transport it to the office area, i would download it and have a look but my poor old machine is struggling with the game atm, any more than 50k population and it dont like the amount of traffic
