i havnt had any problems with this map, start having water issuse at 3 pumps in the starting river but i expanded the the west to pick up from the other river. This map is hard but rewarding.

Just to address the population frozen issue. I have lots of mods and what works for me is to save the map, exit to the main menu then reload the map. I've had to do this with around a half dozen maps. It has worked every time and I've never had to deactivate any mods.
I'm going to try this map. Looks great!

@spore the map loads properly, yes. However the population counter just wont budge.

I did finally find a solution for the problem, I literally had to disable EVERYTHING else to get the map working properly.

It seems to clash with mods, assets and even saved games.

@spore Nope! Even after disabling every mod (inc. Vanilla maps), the counter still sticks at flat zero. I'l have a look in the directory to see if a ghost of the non-functional map is causing this issue.

There seems to be some issue with the map. Population level sticks at zero, even when residential zones being built up. Therefore breaking the progression and city evolution.

@Spore from a fellow map maker to another. To make good water flow make it where there is like steps in the water flow process, make the river a slope from the highest point being where the water source is, slowly going down to the ocean entrance so the water flow will get better pressure when going out stream into the ocean, makes for bigger currents and better currents. If you want an example, you can load up my Europe (fixed) map and go into the editor and see exactly how I did it by removing the water. Good luck, like the map. I still need to update my very own Tamriel map.
