yea, thats kinda the point
it's a charge character (like from the fighting games) who can only use their specials if they charge
just in this case, its only enhancing moves, so you aren't completely locked out of your specials

Although I think that the charged specials after holding down is a unique gimmick, it's also hard to pull off in game, as you have to quickly change the direction to use the special that you want to charge.
