@Samuelamadingdong works for me, be aware it doesn't work for already made squads. You have to make a new CIA squad.

There are extra spaces for where the units should be but they are blank, just not there

@Swadharme I've gone ahead and updated just in case, to clarify this doesn't permanently unlock the squads, if you turn the mod off it will use the default unit.xml file with the default unlock values, you will need to either edit it yourself or keep this on until you bypass the vanilla unlock values by just playing the game as usual with the mod on. Otherwise I don't know, no one else has said anything it about not working other than conflicts

just load the doctrine point mod, take all nodes, unload the mod, then load this
but to be honest iov submod already does this too, they make cia cost 0.5 slots

It seems to conflict with the doctrine points increasing mod and points will become negative numbers .

@ccruler im not sure its possible, these are really easy, and i mean really easy edits to unit.xml you can do yourself, problem is both these mods edit that and conflict, im not deep into DK2 modding so not sure on much beyond this
