Well, you can turn on/off by using edict and only for player, also like when u already own the sector, click on own sector u can build all outpost which right now in game were lock after own the sector

In theory yes. but when i enable it, then expanding would cause all station to be build. early game that is a massive issue since you dont have hundrets of alloys laying about so it wont let you expand, since you cant affort to build all space stations in a system. maybe i can find a way in the futre, but right now this is the better compromise i think.

no, duel ownership of systems can be done with this mod. as far as i am awake dualownership is not possible in the current game version.
