You have changed a bool value to a scope value for visible attribute, which is illegal in Jomini syntax, so the game ignore what you edited, then, a ignored visible attribute means always visible, equivalent to comment or delete it.
It looks like everything works well. If you take a look into error.log or gui_warning.log, you will find out what I said.
Instead of making the code become WRONG so the game ignore it to show it for everyone.
