(I have rising tide)
@Volver: Is this coming after the recent buff I gave them? They now receive prototypes of ANY military unit upon researching it, so long as they can build it at the time of research. This means, with planning, a free CNDR, Lev Tank, or even a Xeno-titan so long as a city meets the requirement. I definitely agree that the previous trait wasn't powerful enough, but I hesistate to make them any more powerful.
As for how appropriate their other bonuses are, I am a little on the fence. I think you have good points. I was trying to go for a "survivalist" them with the city defense, but I do agree the game does lack very offense oriented factions. I'll put more thought into my interpretation of the faction on this round of rebalancing.
For a combat buff I was thinking something along the lines of Civ V's Heroic Epic, +x% stacking with other promotions. Or the Japan trait of always fighting as if at full strength... that seems almost equally suitable to Sparta. And instead of city defenses give them a yield from killing enemy faction units (make the alien-farming policy global for them maybe, or energy, which would help mitigate the production penalty).
I'd love to see these guys made into true warmongers, a la the Civ V Mongols or Japan. That's something the game presently lacks utterly.
I'm having a major problem with this one, but it may be because of the other mods I'm running. Sometimes when I bring a new city online (in this game, one that was given to made peace and one I built) the capital switches to that city :-(
Sorry to completely trash your mod with this news, but facts straight from the get-go makes for a better mod, neh? I'm sure you can make the necessary corrections. ^_^
