Very nice mod!
I would like to replace some voicelines too but every voiceline I changed/renamed is mute ingame. Any tips?

Adjust compatibility options for the executable(s). You may also have luck in using a VM, but I have an idea.

In the notification part of the task bar on the right, there may be a speaker icon. Click that, select "mixer" and look for SWAT in the list that opens. If there's a green bar jumping up and down then audio data is being transmitted, regardless of whether you actually hear anything. You could then, in theory, use a program like VAC(virtual audio cable) and use that to route the data into audacity.

If you decide to try this, in the aforementioned menu where you find which applications are producing audio, on the far left there's a device selector. Running VAC will add a virtual audio cable; select that and in audacity select VAC to recieve input from.

I have Win 7 and the audio seems not to work more than when the intro starts. Thereafter I did not hear no sound at all. I also cant get the console to show up by pressing ~ or other proposed keys.

Audacity allows you to record audio output.
You can then trim, modify and save it in a standardized format.

Yeah, I tried collecting a couple sound files myself from SWAT 3, it's a real hassle. I got a few for the Commander, but... too much effort to keep manually hunting for each file, so I just stopped.

That said, if you're still interested, unpack SwatData.res with an extractor, open dialog.dat with a text editor (word or notepad, whatever), and you can find the specific file names of the dialog you want in that dialog.dat file. (Just remove the dot in the file name; to use Red Panda's example, a0jg193x.0e1, so you remove the dot from the dialog.dat file, and add a cmp in the 'sound start' console command, so 'sound start a0jg193x0e1.cmp')

Then, as Red Panda said, record it using a 3rd party program... Tons of effort, but it's doable. (... well, to a degree. For whatever reason, some sounds won't load in console)

The program that allowed you to hear the CMP files was part of the RTRT Mod Manager and it produced audio with lots of bg noise.

You can however play the audio files in SWAT3 by opening the command prompt and typing the audio file name

For example
sound start a0jg193x0e1.cmp

That way you can record the audio via a 3rd party program

Yeah I have checked that out too. There is a way but this sux.
You gotta either plug your sound output to your mic or imput line and record and split and create individual sounds; or you do the same way but recording the StereoMix device that sometimes exists on some sound cards.
Either way you need to capture the sound. There seems to be a converter somewhere but people stated it produced noises and was discontinuted anyway. :/

I had to take out my old copy of Swat 3 to investigate the cmp files. :)
I'm sorry but it's like Red Panda says, very difficult to convert the audio files.
I have not found any good way for this purpose.

Using SWAT3 sound effects would be difficult as they used proprietary compression.
When I used to make SWAT3 you would have to convert all the .wav files their format and from what I remeber there was no good way to decrompress them.

I like these! Have you also thought about doing swat 3 sounds? I think a lot of the sounds from three are better than fours, you could do a mix maybe.
