hamletsdead, it lets you expand the max traditions, but dont change the start traditions of any culture

For some reason a bunch of cultures (e.g., Norse) only have 4-5 traditions at game start still. If I hybridize I immediately can go up to 9, but I'm not starting with 9 for some reason. Any help would be greatly appreciated.
