He made overpowered arrows that kills units fast upon hitting them but to compensate for that he made a lot of different changes for the other stats namely:
same ammo count*
1. Less Armor piercing
2. Less Range (20%)
3. Less accuracy
4. Slower reload time
5. Lesser unit count (50 % to 40%)
6. Double Campaign price for recruitment & upkeep
Balancing this might be a challenge but I remember when he got the right mix, it was a great mod and very enjoyable to play and watch archers.
