Yes, in most cases you have to convert to advanced rules and set up there.

I see, i am currently trying to add a Norwegian 6 tier to an existing database. But i am not able to add the division to the nations list what so ever.
I have added it to the nation division list, in the competition list but i am not able to get it as list fields for the nation. Did you ever try to create a new division without starting from scratch in any of your database?
